In accordance with Law 96.030 of August 14, 1997, SKYLINE NGO is a non-profit non-governmental organization. Founded by Mr. Avana RAKOTOARIVONY, our mission is poverty eradication and the harmonious development of target populations in all domains.
From education and healthcare to women's empowerment and emergency response, Skyline NGO works across Madagascar to deliver tangible, lasting impact. Our action is non-political and non-confessional, entirely dedicated to the well-being of vulnerable communities.
Mr. Avana RAKOTOARIVONY also serves as Permanent Technical Adviser to Dr. Rasamimanana Honoré Gabriel (Dr. Unoh), Mayor of the City of Antsirabe, for International Relations and Decentralized Cooperation.

Key milestones and partnerships that expanded our impact across Madagascar and beyond
Thanks to the intervention of Mr. Avana RAKOTOARIVONY, serving as Technical Adviser to Dr. Rasamimanana Honoré Gabriel (Dr. Unoh), Mayor of the City of Antsirabe, the German Embassy in Antananarivo granted a generous €10,000 donation on behalf of the City of Antsirabe to support community development initiatives. This significant achievement demonstrated the effectiveness of Skyline NGO's international cooperation approach and the trust placed in its advocacy.
Through a landmark partnership with MSC International and the MSC Foundation, Skyline NGO successfully coordinated the free transportation of firefighter vehicles, ambulances, a 4WD car, and 10 pallets of essential firefighting materials donated by CASC-Lyon (France) to the City of Antsirabe, Madagascar. The MSC Foundation provided a pro-bono 40-foot container, enabling the safe delivery of these life-saving assets from France to the port of Tamatave, Madagascar.
This exceptional partnership has fundamentally enhanced the emergency response capacity of the City of Antsirabe, serving over 250,000 residents with dramatically improved fire and medical emergency services.
Our enduring partnership with Crossroads Foundation (Hong Kong) continues to deliver life-changing humanitarian aid to Madagascar. The first container shipment (Reference S5582A) provided essential supplies distributed to vulnerable communities across multiple regions.
The shipping was made possible thanks to our logistics partner PIL International (Pacific International Lines, Singapore), which transported the Crossroads container free of charge from Hong Kong to the port of Tamatave, Madagascar. A new application for a second container has been submitted for 2026.
Since 2023, Skyline NGO has organized a bi-annual football tournament featuring 9 players per team, bringing together local communities in spirited, healthy competition that promotes teamwork, discipline, and community cohesion. Successfully held in 2023 and 2024, the tournament attracted wide participation from youth and adults alike in the Antsirabe area.
The tournament will resume in 2026, offering an exciting opportunity for sponsors and partners to support grassroots sports development in Madagascar.
In partnership with Sew Much Hope (Utah, USA), Skyline NGO received a donation of over 120 sewing machines to establish free vocational training centers. The project trains vulnerable young girls, single mothers, and at-risk youth in professional sewing skills. Each graduate receives their own sewing machine and seed funding to start their own business.
This initiative directly combats poverty, unemployment, and exploitation by providing women with economic independence and dignity through a sustainable livelihood.
Skyline NGO launched the Phoenix Light Project to bring electricity to rural communities in the Ambatondrazaka region, where only 5–12% of households currently have access to power. The project focuses on three critical areas: healthcare (vaccine refrigeration, 24/7 emergency services at 5 health facilities), education (lighting for 10 schools to extend study hours), and community development (solar streetlights, portable solar lamps). Target: 8,500+ direct beneficiaries.
The search for donors and equipment partners is actively ongoing, currently in collaboration with SilfabSolar.com for solar panel supply.
In partnership with Book Aid International (London, UK), Skyline NGO received a 40-foot container containing 9,050 brand-new English educational books. After successful customs clearance in May 2025, the books were stamped, sorted, and distributed to multiple public libraries across Madagascar:

Impact: 300,000+ beneficiaries, 483% increase in library visitors, 300 new library members registered. A second container has been confirmed for Q2 2026.
Skyline NGO secured a historic partnership with the Japan Relief Clothing Center (JRCC), one of Japan's leading humanitarian organizations with 42+ years of experience shipping clothing to 92 countries. JRCC donated three 40-foot containers filled with blankets, pants, t-shirts, sweaters, children's wear, underwear, socks, towels, and bedding essentials.
All 3 containers were successfully cleared through Malagasy Customs and received at our Antsirabe warehouse. Distribution to beneficiary communities across multiple regions is actively underway.
A flagship initiative addressing children's well-being through three integrated pillars: EAT (nutritional support), LEARN (education — English, French, life skills, and sexual education), and PLAY (sports — basketball, football, athletics). The program targets 500+ children aged 6–16 annually in Antsirabe with a goal of 90% school retention rate, in partnership with the Valkyries Basketball Association.
Skyline NGO's Chairman Mr. Avana RAKOTOARIVONY represented the City of Antsirabe at the Asia-Pacific Cities Summit (APCS) 2025 in Dubai, UAE, as Permanent Adviser to Mayor Dr. Rasamimanana Honoré Gabriel for International Relations and Decentralized Cooperation.
The delegation met with Eurocities Secretary General André Sobczak, UAE investment leaders, and multiple international organizations to seek investment partnerships for Antsirabe's sustainable development projects.
The Z'Ovy Festival was co-founded and organized by Mr. Avana RAKOTOARIVONY in 2013 together with the Region of Vakinankaratra, in partnership with various foreign embassies, corporates, and NGOs. This unique cultural and economic event had exclusively positive impacts: directly supporting small farmers, enterprises, and businesses across the regions of Vakinankaratra, Analamanga, and surrounding neighborhoods.
Although the festival has been suspended for several years, the majority of our local and international partners are still ready to participate. Skyline NGO would be honored to reactivate this impactful festival, bringing renewed economic opportunity, cultural celebration, and international visibility to the communities it has always served.
